Elmer Smith: School-voucher plan doesn't make the grade
THAT NOISE in the background is the blaring bugles and thundering hooves of the voucher cavalry riding to the rescue of our neediest children.
The beleaguered students and their hapless parents trapped in the state's 144 worst schools should take heart. Help is on the way.
At least it is for that small fraction of students in those 144 schools who are able to grab hold of a saddle horn and pull themselves onto one of their rescuer's steeds as the voucher cavalry gallops by.
For the rest of the poor devils enrolled in the bottom 5 percent of the state's schools, it's the most brutal kind of triage: Shoot the wounded.
