In addition to that billion dollars, here's another thing that was cut....


The Omnibus School Code bill passed by the Pennsylvania General Assembly in June repealed Section 2502.48(c)(2) of the School Code regarding funding goals.  The following language was deleted:

(2) [IN FURTHERANCE OF THE GENERAL ASSEMBLY'S LONG-STANDING
COMMITMENT TO PROVIDING ADEQUATE FUNDING THAT WILL ENSURE
EQUITABLE STATE AND LOCAL INVESTMENTS IN PUBLIC EDUCATION AND IN
ORDER TO ENABLE STUDENTS TO ATTAIN APPLICABLE FEDERAL AND STATE
ACADEMIC STANDARDS, IT IS THE GOAL OF THIS COMMONWEALTH TO
REVIEW AND MEET STATE FUNDING TARGETS BY FISCAL YEAR 2013-2014.]

Commentary: By eliminating this clause in the Public School Code, the legislature has strayed from its responsibility to adhere to an adequate, transparent, predictable, equitable and properly developed funding formula to provide a free and appropriate public education to all of its citizens.
