Chester Upland: State special ed formula drains millions from district

As Delaware County's financially troubled Chester Upland School District struggles to stay afloat, officials there say they are paying millions more than they should on special-education students who attend charter schools.

In preparation for their big day on Capitol Hill, board members attending the final general session of the 39th Annual Federal Relations Network heard from three members of Congress who reflect the diversity of political persuasions across the country.
The annual FRN Conference, which runs through Tuesday, drew more than 700 school board members — selected by their state associations — and state association staff to Washington to learn about the most current federal policies and issues that will impact their schools. On Tuesday, participants will spend a day meeting with their representatives on Capitol Hill to further discuss federal issues and pending legislation and advocate for the needs of their school districts.

Midstate school districts fear budget cuts will worsen

Cuts to all these programs are under consideration by midstate school districts as they grapple with the most difficult budgets in memory. And many educators fear it will get worse.
“How many programs do you have to cut before it doesn’t look like public education anymore?” asked David Broderic, spokesman for the Pennsylvania State Education Association.

 The eyes of educators, school board members and university leaders from across the state will be turned to television screens late Tuesday morning.
That’s when Republican Gov. Tom Corbett will make his second budget address and shed some light on how much money the state will spend on education in the 2012-13 school year.

TUESDAY: Governor Corbett will deliver his budget address to a joint session of the state Legislature at 11:30 a.m. Watch it on PCN and follow PBPC on Twitter as we live-tweet the speech. We will have budget spreadsheets at our web site by midday, followed by a preliminary analysis of most departments that evening.
WEDNESDAY: Start your day off by reading Sharon Ward's op-ed on the Governor's budget plan in the Allentown Morning Call.
Then at 10 a.m. tune in to WHYY's Radio Times to hear Sharon put the budget in context and take questions from callers.
And at 1 p.m. dial in to PBPC's conference call to get the inside scoop on the budget (call-in number: (760) 569-7676; participant code: 453547).
