And, the only cyber charter that supposedly made AYP this year only did so because PDE changed the rules to make it easier for charter schools to make AYP. Under the last year's rules, which are still applied to traditional public schools, 21st Century's students overall fell far short of AYP proficiency percentage targets. In fact, if you look at 21st's school report card, you can see that in every grade except 7th, their proficiency percentage actually decreased from the previous year in both reading and math. See:
