This week, the Center on Education Policy released a report that reviews ten years of research on voucher programs in Wisconsin, Ohio, Florida, and Washington, D.C. The main conclusion is that students using vouchers to attend private schools do not generally attain higher test scores than public school students. The report also points out that much of the research over the last ten years has been conducted by pro-voucher organizations, and yet these organizations have not conclusively shown higher academic achievement resulting from vouchers.

Keystone Exams process "goes to sleep" for a year

Raise your hand, high school student readers, if you love budget cuts. 

The Department of Education doesn't have enough money to administer the Keystone Exams this year.   The Keystones are spankin'-new state tests that could have hit classrooms this coming academic year, at the discretion of school districts.  There are ten prototypes, for ten different subjects, but only three are pencil-ready: algebra I, literature, and biology.

House Education Committee school choice hearings in Philly Wednesday July 27^th and Thursday July 28^th from 10:00 AM-3:30 PM, 1st floor of 1810 Liacouras Walk at Temple University

If history is any indication, Students First will supply transportation, boxed lunches, T-shirts and signs for busloads of Philly charter school students to serve as the backdrop for any press photos when the House Education Committee holds hearings on school choice at Temple University on Wednesday July 27^th and Thursday July 28^th.  The hearings will be held from 10:00 AM-3:30 PM in the first floor of 1810 Liacouras Walk at Temple University.  The tentative agendas and speakers for both days are listed below.

Pa. ethics panel says it didn't have evidence to prove violations by former charter school head

The State Ethics Commission did not have the evidence to prove that the former head of the Multi-Cultural Academy Charter School in North Philadelphia violated state ethics laws, according to an investigative report that nevertheless describes Vuong Thuy's business dealings as "disturbing."  Multi-Cultural is one of 19 local charters being investigated by federal authorities for several reasons, including conflicts of interest and fraud, according to sources with knowledge of the probes.

Pittsburgh City schools ponder cuts in early childhood education staff

Early childhood education would take one of the biggest hits in a round of layoffs the Pittsburgh school board is expected to finalize on Wednesday.

Up to 15 early childhood teachers, 13 paraprofessionals and six other staffers could lose their jobs as a result of a $3 million decrease in state funding for early childhood education programs. The district reduced the number of children in prekindergarten for 2011-12 by more than 400, or about 20 percent.

Subsidy cuts fill jobless rolls with former school employees

Pennsylvania public school employees are hitting the unemployment line in unprecedented numbers this summer.

Nearly 4,000 teachers and about 1,700 school support workers across Pennsylvania received furloughs recently in the wake of a $900 million reduction in state and federal school subsidies, according to spokesmen for The Pennsylvania State Education Association and the American Federation of Teachers affiliates in Pittsburgh and Philadelphia.

Kids can't be taught to think better using tests that can't measure how well they think.

The logic should be obvious. What gets tested gets taught. Complex thinking skills -- skills essential to survival--can't be tested, so they don't get taught. That failure doesn't simply rise to the level of a problem. It's unethical.

This is the reason so many of us are so fed up that we will take our own money and time to go to Washington, DC, next week to protest.

This week the Philadelphia Public School Notebook ran a piece covering the fact that two of the largest charters in Pennsylvania, Chester Community Charter School (CCCS) and the Pennsylvania Cyber Charter School (PA Cyber), are among the 89 schools across the state that are to be investigated for statistical irregularities on 2009 standardized tests.

The article notes that CCCS was founded by Gladwyne lawyer and entrepreneur Vahan Gureghian, who is also the founder and CEO of Charter School Management, Inc. (CSMI), a for-profit management company that operates CCCS under contract. The school has attracted attention in part because Gureghian is an influential power broker in both Delaware and Montgomery counties and a major Republican campaign donor. 

According to the National Institute on Money in State Politics, Gureghian has in recent years contributed almost half a million dollars to state Republican candidates and committees, including over $300,000 – more than any other individual donor – to the campaign of Gov. Tom Corbett. A strong proponent of charter expansion and school choice, Gureghian played a significant role on Corbett's transition team, including as a member of its education committee.

Any taxpayer is entitled to request information on the compensation of their public school district's employees.  Although CCCS is a public school funded by public tax dollars nobody seems to know what Mr. Gureghian's compensation is as CEO of CSMI, which is responsible for running the school.  Right-to-know filings by the Philadelphia Inquirer have been tied up in litigation for several years.

While charter school proponents are quick to point out that charters are, in fact public schools, some are apparently not quite as comfortable with the public criticism component that goes hand in hand with accepting public monies. The notebook article goes on to report that "In response to requests for comment made over several days, attorney Frank Catania, a CCCS representative emailed to a Notebook reporter a "notice to cease and desist all defamatory communications concerning alleged PSSA 'cheating' at CCCS."

The core mission of public schools in our democracy is to create informed American citizens.  Locally elected school board members are acutely aware that traditional public schools are subject to virtually unlimited public dialogue, scrutiny and criticism. There is no shortage of review by the press and by citizens.  These are an integral part of the democratic process.  Any taxpayer is entitled to speak publicly on any topic at a school board meeting. 

Sunshine laws, right-to-know and transparency don't shine quite so brightly in the private world of business, where any negative publicity might cut into the core mission of increasing market share, increasing revenue and maximizing profits.
