For me, it is starkly obvious that they need to follow my maxim: "Spend money where you need to and don't spend it where you don't need to." Philadelphia comprises 63% of this list. Pittsburgh and Harrisburg make up another 12% each. A few other schools are on the list which might be considered geographic spillovers from these three.
